General Information

Power Failures - Wells are controlled by computer and should reset automatically. If your water does not come back on after 50 minutes from the time power is restored, call the office between 9 am to 2 pm (302-436-5111) - After hours 2 pm to 10 pm, call Clyde Hickman, (Co-Chairperson) (302) 436-5009, Mel Fetty, (Co-Chairperson) (443) 790-1141, or Richard Schofield (Maintenance Technician) (443) 364-7799.

Sewer System - Check Lift Station boxes for “RED” lights. If RED LIGHT is on at any of the  Lift Station boxes, call the office between 9 am to 2 pm (302-436-5111) - After hours 2 pm to 10 pm, call Mel Fetty, Maintenance Chairperson (443-790-1141) or Richard Schofield, Maintenance Technician (443-364-7799).

Do not, under any circumstances, throw grease, diapers, mops, or non-biodegradable cleaning wipes in your toilets as they clog up the Lift Stations leading to increased expenses for our Community.

County Sewer Pumping Station [Located at the beginning of Pintail] - If “RED” light is on, County will automatically be notified by computer. If they don’t appear in a reasonable amount of time, call the following numbers to report: NIGHT: County Call Board / 302-855-7803 // DAY: Operations and Maintenance / 302-539-3510

Water Valve Shutoffs to Homes - If you wish to have the water to your home turned off or on, contact Mel Fetty, Maintenance Chairperson (443-790-1141 or Richard Schofield, Maintenance Technician (443-364-7799) to make arrangements. 

Paving and the Common Areas

Swann Keys Common Areas - The property from the edge of the paved roadway, in toward your surveyed front property line, belongs to Swann Keys Civic Association and is considered common area. 

New owners after August 1, 2017 -There will be NO NEW concrete, asphalt or other non-permeable surfaces allowed in this common area.  If there is a pre-existing non-permeable surface in this common area, you will be financially responsible for the removal and replacement of this area, should an emergency occur. 

Existing owners prior to August 1,2017 - a pre-existing non-permeable surface in this common area is “grandfathered– in”.  However, should an emergency occur, you will be financially responsible for the removal and replacement of this common area. 

NO STRUCTURES ARE ALLOWED ON THIS COMMON AREA.  Should an emergency occur, any structure on the common area will have to be permanently removed and cannot be placed back onto the common area. 

It is recommended that Lot owners install a water shutoff valve in their homes to eliminate the need to turn off water at the street.
